Improve discoverability of saved filters #1975

I knew this feature existed, but it took me a few minutes to finally find it under /namespaces again.

Would be good to find it in the context menu of a namespace:

The problem with that is filters don't belong to a namespace. Therefore a "new filter" item in the namespace context menu wouldn't make sense.

Yes that is what I meant, but I mistook something here. Then we should find another way, maybe always showing the "Filters" namespace or, to be less protrusive, having a button "Add saved filter" below all other namespaces in the sidebar.

I think if we add a "new filters" button in the sidebar we'll also need two more for new namespaces and new lists?
